At this point use treats but praise is best! Teach them to put their feet on new surfaces, in boxes or a step stool. Novice trick dog stuff is great as it teaches them that they can do things that are really not scary.
Do not force them to meet people or other dogs EVER! Even when NOT in a fear period.
